About the programme

The Energy Security Support Facility (ESSF) of the European Bank for Reconstruction and Development (EBRD) offers a grant incentive (cashback) of up to 25% of the loan amount.



The programme has been made possible thanks to the support of France, Canada, Italy, Japan, Norway, Switzerland, the United Kingdom, Germany, the Netherlands, Denmark, and other partner countries.

Loan purpose

Purchase and installation of EBRD-approved equipment, including:

  • solar photovoltaic (PV) systems;
  • LiFePO₄ battery energy storage systems (minimum capacity of 1 kW);
  • heat pumps;
  • solar thermal heating systems;
  • solar water heating systems;
  • insulation, energy-efficient windows, and doors.

EBRD grant support

If the purchased equipment meets the programme requirements, borrowers may receive a cash grant of:

up to 25% of the loan amount for vulnerable customer categories;

up to 15% of the loan amount for all other borrowers.

To qualify for EBRD grant support, the customer must fulfil the following requirements:


  • provide the EBRD consultant with a complete set of documents required to verify the installation of the equipment no later than 9 months from the date the loan is disbursed;
  • successfully pass the verification process and obtain confirmation from the EBRD consultant that the equipment has been installed correctly and complies with the programme requirements;
  • not repay the loan in full before the EBRD consultant has completed the equipment installation verification.

No, the Bank issues only purpose-specific loans.

• The annuity repayment scheme involves equal monthly payments throughout the loan term. At the beginning of the term, a larger portion of the payment goes towards interest, while a smaller portion repays the principal. Towards the end of the term, this proportion reverses.

• The classic repayment scheme provides for a gradual decrease in the monthly payment amount. The principal is repaid in equal instalments throughout the entire loan term, while interest is calculated on the outstanding balance, resulting in lower interest payments each month.

UIRD (Ukrainian Index of Retail Deposit Rates) is a Ukrainian index of retail deposit rates calculated based on deposit rates offered by leading Ukrainian banks. You can forecast the interest rate by monitoring UIRD dynamics, analysing the NBU’s decisions on the key policy rate and considering macroeconomic indicators such as inflation. However, making an accurate forecast is difficult due to the influence of various economic factors.
